The framework holds that the One appears as the many, and that the many are not diminished by being many. Human attention does not work this way, and the gap between the two is measurable.
Research on psychophysical numbing, principally by Paul Slovic and colleagues, has repeatedly found that willingness to help does not rise in proportion to the number of people needing help. It can fall. Reported willingness to assist a single identified child has been measured as greater than for that same child presented alongside a second, and greater than for statistical presentations of many.
The effect has been given several names — psychic numbing, compassion fade, scope insensitivity. It is robust across designs and it does not depend on the participant being callous. It is a feature of how quantity is processed.
ATTRIBUTED — the line "one death is a tragedy, a million is a statistic" is commonly assigned to Stalin. The attribution is unverified and a close antecedent appears in Kurt Tucholsky in 1932. The Archive marks it because it is the most quoted sentence on this subject and its provenance is not what most readers assume.
WHY THIS IS A FACE OF THE INVERSION. The other faces require someone to perform the separation. This one performs itself. No definition is written and no banner is raised; the many simply cease to register as persons, and the failure to act follows without anyone deciding not to.
It is also the face that makes the others survivable for those at a distance. A taxonomy can be published, a ledger can be filed and a chain can operate for years, because the count has already passed the point at which the population responds to it.
WHAT FOLLOWS. The finding is not that people are indifferent, and it should not be used to conclude that. It is that concern is anchored to the individual and does not aggregate, which means the response to scale has to be structural rather than emotional. Institutions, laws and standing obligations exist partly because feeling cannot be relied on to scale — and the Archive notes, without resolving it, that those same institutions are the shells the other records describe.
