Defines the formal vocabulary for the Contact and Revelation Program: world state w_t, observed state o_t, hidden state h_t, bounded observer (Sensors, Memory, Inference, Self-Model, Action), and source S specified by six switches. Enumerates ten contact conditions C0 (Ordinary agent) through C9 (Concealed ordinary mechanism). C7 (Apparent totality) sets all six switches to maximum with opaque + reflexive + trajectory access. C8 (False totality) mirrors C7 but produces controlled false revelations. C9 mirrors C7 externally but its temporal access is stored logs dressed as prophecy — the specific ordinary mechanism the null hypothesis predicts.
